Meem As-Sakinah has three rules:
1) Al-Ikhfaa’ | 2) Al-Idghaam | 3) Al-Ith’har |
1) Al-Ikhfaa’ As-Shafawi الإِخْفَاء الشَّفَوِي
Al-Ikhfaa’ As-Shafawi has only one letter and that is Baa (ب).
If the letter Baa comes after Meem As-Sakinah (the Meem at the end of a word and the Baa at the beginning of the following word) Al-Ikhfaa’ As-Shafawi with Ghunna is found.
The sound will be similar to the sound of Iqlaab in Nûn As-Saakinah. However here you will need to leave a small gap between the lips.
– Examples of Ikhfaa’ (As-Shafawi)

2) Al-Idghaam Al-Mithlayn الإِدْغَام المِثْلَين
It has only one letter which is Meem (م).
When a Meem As-Saakinah (at the end of a word) and a Meem Mutaharrik (At the beginning of the leading word) meet, it will be read with Idghaam with Ghunna.
– Examples of Idghaam Al-Mithlayn:

3) Al-Ith’har As-Shafawi الإِظْهَار الشَّفَوِي
All the letters after taking out the letter Baa (from Ikhfaa’ As-Shafawi) and the letter Meem (from Idghaam Al-Mithlayn) are the letters of Ith’har As-Shafawi and they are 26.
So if any of the 26 letters appear after Meem As-Sakinah in one word or in two words, it will be read with Ith’har.
Take into account at the place of Meem As-Sakinah with the letter Waw (و) and Faa (ف) to emphasize the Meem so as not to confuse the listener that one may have recited it, like reciting when there is the letter Baa.

Say this Adhkaar too:
Imam Muslim collected in his book from the hadeeth of Sumrah bin Jundab –Radi Allaahu anhu– who said that the Messenger of Allaah –sallAllaahu alayhi wa sallam– said:
‘The most beloved speech to Allaah consists of four, there is no harm with which one you begin, Subhana Allaahi, wal hamdu lillaahi, wa la illaah ila Allaah, wa Allaahu akbar.’

Can anyone explain what this means please? “Take into account at the place of Meem As-Sakinah with the letter Waw (و) and Faa (ف) to emphasize the Meem so as not to confuse the listener that one may have recited it, like reciting when there is the letter Baa.”

So firstly this only happens to some people when they read and not everyone. Sometimes the reciter will read the letters similar to Ikhfaa Shafawi. So then they should read the Meem Saakinah more clearly when it comes with a Waaw or Faa.
Hope this helps

asalaamu alaykum, might be a silly question but I am new to tajweed rules. But does idhaar meme shafawi have ghunna or no?

Wa alaikum Salaam
No question is a silly question. Everyone here is learning.
In Meem Saakin:
• Ikhfaa Shafawi has Ghunna
• Idghaam Mithlayn has Ghunna
• Ith’haar Shafawi has NO Ghunna.
(It is the same as Ith’haar of Nûn Saakin. Where it will be pronounced clearly with no merging or sounds.)
